In an interview with the Financial Times on 10 December 2004, Viktor Yushchenko, the Ukrainian opposition leader, put forward the idea of a four-point plan for EU membership under which his country would be acknowledged to be a market economy, join the World Trade Organisation, become an associate member of the EU, and finally a full Member State.
