The ruling General Council of the World Trade Organisation met on 31 October 2001 to formalise a draft agenda for global trade liberalisation talks to be held in Doha, Qatar, from 9-13 November 2001. During the process of preparing several versions of the draft, differences between the WTO's 142 members significantly narrowed leaving ministers with approximately six difficult issues to settle in Doha before a new trade round can be launched.
