Belgium, which holds the Presidency of the European Union, wants to announce at the European Council Summit in Laeken in December 2001 that the ESDP will be operational so the need for agreement is urgent. However, few Member States have been willing to increase defence expenditure in order to fund the Rapid Reaction Force. |
