An EUMC Report on antisemitism published in March 2004 highlighted both the lack of operational definitions of antisemitism in most EU Member States and the insufficient data comparability due to the different methodologies used by primary data collectors. In order to support the collection of more specific and relevant data and to have a very precise view on the developments of antisemitism, the EUMC and the Office for Democratic Institutions and Human Rights (OSCE/ODIHR) based in Warsaw, Poland, consulted several Jewish organisations with a view to develop a common 'working definition'. This working paper was published by the EUMC in March 2005. Please note that the European Monitoring Centre on Racism and Xenophobia (EUMC) was replaced by the European Union Agency for Fundamental Rights (FRA) in 2007.
