Article reports that MEPs were calling for agreements between the EU and third countries to contain more explicit conditions on human rights because the existing language had 'no effect'. A report, drafted by Italian left-wing MEP Vittorio Agnoletto, which was to be discussed by the European Parliament's Foreign Affairs Committee argued that these clauses had often had 'no effect in practice'.
