Abstract: 'Good administration' is a wide and flexible notion. Even though it concerns everybody's daily life, no precise definition can be found in law dictionaries. It also inspires soft law instruments such as the Civil Service Order in Council, the Citizen's Charter or the Civil Service Code. In everyone's mind, it is linked to 'maladministration' and to the model of New Public Management that is spreading all over Europe. But what is its precise meaning? There are very few answers to the question. |
