Summary: White Paper published by the European Commission on 19 February 2020, setting out a coordinated European approach on Artificial Intelligence (AI). Further information: The European Commission argues that a common approach across Europe is required in the context of fierce global competition. This approach build on the European strategy for Artificial Intelligence from 2018. This would create a 'European way', based on its values, to promote the development and deployment of AI. The creation of this European approach on the human and ethical implications of AI was announced by the President of the European Commission as she unveiled her Political Guidelines, together with a reflection on the better use of big data for innovation. The Commission thus supports a regulatory and investment oriented approach with the twin objective of promoting the uptake of AI and of addressing the risks associated with certain uses of this technology. The purpose of this White Paper is to set out policy options on how to achieve these objectives. It does not address the development and use of AI for military purposes. The White Paper was published on 19 February 2020, as part of a package setting out Europe's Digital Future. An open consultation was also launched to last until 19 May. |
