When push comes to shove

Plans for the new European defence force have progressed rapidly but the most difficult issue has yet to be resolved; that is, the relatioship between the EU's new defence capability and Nato. There are also concerns over Turkey's refusal to give the EU guaranteed access to Nato assets and its demands for a full say in EU decisions on military action, in spite of the fact that it is not an EU member.
