Edited by the Director of the European Union Institute for Security Studies (EUISS), Álvaro de Vasconcelos, and with a preface by Javier Solana, EU High Representative for the Common Foreign and Security Policy (CFSP), this volume seeks to define Europe’s long-term security and defence ambitions, and to examine how these ambitions might translate into policies. Topics include the nature of ESDP missions and their geographical scope; intra-European solidarity and relations with NATO; ESDP goals and capacities; the creation of a European defence market; the legitimacy of ESDP in relation to the European Parliament and inter-parliamentary organisations; the principles and values that drive ESDP, including the concept of human security; and the issues of coherence and flexibility. It concludes with a ten-point ‘roadmap to 2020’ based on the premise that the European Union needs to build both a robust civilian and military capacity on the foundations of what has already been achieved while addressing a deficit in policy coherence and consistency, and capability. |
