The European Union Institute for Security Studies (EUISS) was established by the (EU) Council Joint Action of 20 July 2001 (since revised by Council Joint Action of 21 December 2006) and inaugurated on 1 January 2002. The EUISS is an independent agency operating under the EU’s second pillar, the Common Foreign and Security Policy (CFSP).

Goals:

+ to help develop and project the CFSP;
+ to foster a European common security culture;
+ to enrich Europe’s strategic debate;
+ to defend the Union’s interests.

Tasks:

+ research and debate on security issues of relevance for the EU;
+ prospective analysis for the Council and the EU High Representative;
+ development of transatlantic dialogue on all security issues.

The EUISS does not represent or defend any national interest.
