Two of the recently founded new agencies have now launched their web sites. The European Network and Information Security Agency (ENISA), based in Greece, formally came into being on 15 March 2004 with a budget of 3,500 million euro. Its terms of reference are to develop a high level of network and information security for citizens, business and the public sector. One of the ways in which it will work towards this goal is through the provision of technical assistance in the development of new legislation and the updating of existing regulation in this area. Currently the site at http://www.enisa.eu.int/index_en.htm carries brief background information about the agency and provides links to a 'Library' of the existing relevant legislation plus useful hyperlinks. Otherwise however the pages are not yet well populated, though a clear structure is in place to offer access to management and budgetary information, publications and studies.

Portugal is the host for the new European Maritime Safety Agency which is being set up in Lisbon. The remit of this body is to seek to develop co-operation between member states in order to improve maritime safety and prevent pollution, so the brief includes both technical and environmental issues. The web site at http://www.emsa.eu.int/end173.html includes information on the origins of the agency, its legal basis, organisational structure and minutes of the meetings to date. There is also a news and events section, a glossary, relevant legislation, and the work programme for 2004. Already the site has mounted a good collection of links to intergovernmental and national maritime and shipping web sites.
