	Summary: EU Ministers responsible for matters relating to defence held a videoconference on 23 November 2020. The agenda included the following items: Discussion on the issue of debt relief, investment and the Sustainable Development Goals (SDGs), notably in the framework of the response to the COVID-19 (coronavirus) pandemic; Discussion on how to promote gender equality and women's empowerment in all external action; Briefing on the latest state of play regarding negotiations on the post-Cotonou Agreement; Briefing on the Neighbourhood, Development and International Cooperation Instrument (NDICI); Briefing on the prospects of EU development cooperation in Tanzania. Ahead of the video conference, the Council also adopted of a set of conclusions concerning the ECA Special Report on EU Development Aid to Kenya.
