EUObserver reports on a paper prepared by European Council President Herman Van Rompuy in the context of attempts to agree on the Multi-annual Financial Framework (MFF), 2014 - 2020 at the European Council summit 22-23 November 2012.

The paper suggests adopting a Financial Transaction Tax for selected countries and for the revenue raised to be channeled into the EU budget.
