On the first day of the NATO Summit in Prague the 19 NATO allies issued a communiqué saying they were committed to taking 'effective action' to ensure Saddam Hussein, the Iraqi leader, complied immediately with the United Nations resolution to give up his weapons of mass destruction. The communiqué fell short of committing NATO forces or military assets to an invasion. NATO heads of state also agreed to extend invitations to join the Alliance to seven former Warsaw Pact members including Romania, Bulgaria and the Baltic states. The Alliance also agreed to the creation of a NATO rapid response force, to become operational in two years, made up of special forces from several allied countries and deployed to trouble spots in three days. |
