On the eve of his first official overseas trip for meetings with European Union officials in Brussels, US Homeland Security Secretary Michael Chertoff proposed the creation of a global 'security envelope' allowing trusted people and cargo to move freely while screening out potential threats to US security. The EU has proposed that 'trusted economic operators' should be allowed to bypass security restrictions that have hampered travel between the US and Europe.
