The World Trade Organisation (WTO) ruled on 10 November 2003 that the United States had violated international trade rules by imposing tariffs on steel imports in 2002. The European Union's Trade Commissioner, Pascal Lamy, said that the European Union would impose tariffs of between 8 and 30% on £1.32 bn worth of US imports beginning on 15 December 2003 unless the US removed the steel tariffs.
