Union in crisis looks for strong leadership to fill the vacuum

After the French referendum on the European Constitution, 29 May 2005, Brussels was casting around for someone to blame, and someone to lead the European Union out of arguably its most profound crisis. With a power vacuum in France and Germany, an inexperienced president at the European Commission, and weak leaders clinging to power across many EU countries, Europe has seldom been so lacking in political direction.
