EurActiv reports that Yvo de Boer, the UN's top climate official, told journalists on the 28 October 2009 that it seemed unlikely that a comprehensive climate treaty will be sealed at the December 2009 UN conference in Copenhagen despite progress made, but a political agreement was still very much possible.
