Turkey ‘blocking’ Nato progress

Nato foreign ministers, meeting in Brussels, have run into trouble in their efforts to define their relationship with the new European Union rapid reaction force. The ministers appear to have been stalled by the Turkish Government's demands that it be part of the EU decision-making on defence when its interests might be affected
