A revised penal code came into effect in Turkey on 1 June 2005, that increases protection for human rights but appears to curtail rather than increase freedom of expression. While the code introduced more protection for women and more punitive measures against 'honour killings' of girls it stiffens the penalties for 'insulting the state' or its manifestations, including the government and the armed forces.
