Summary: On 11 July 2017 the Council of the European Union authorised the signing and provisional application of the Treaty establishing the Transport Community by Decision (EU) 2017/1937. The signature took place on 9 October in Brussels. The Council authorised the conclusion of the Treaty by Decision (EU) 2019/392 of 4 March 2019. Further information: A well-functioning transport system connecting the Union and the neighbouring countries is essential for sustainable economic growth and the wellbeing of all citizens. Transport cooperation with the Western Balkans countries has been governed by the South East European Transport Observatory (SEETO), a Memorandum of Understanding (MoU) of 11 June 2004. The MoU has, however, shown limits and following an assessment made by the European Commission in 2008, a more comprehensive cooperation approach – involving other transport policies and transport related areas – was suggested. The Council subsequently authorised the Commission to open negotiations with Albania, Bosnia and Herzegovina, Kosovo, Macedonia, Montenegro, and Serbia on a Treaty establishing the Transport Community (TCT). Following the successful conclusion of the negotiations, in June 2017 the Commission presented a proposal for the signing and provisional application of the Treaty. |
