The UK Foreign Secretary, Jack Straw, on 26 January 2005, published a 'Commentary' on the Treaty establishing a Constitution for Europe. This Commentary was produced to provide an analysis of the Constitutional Treaty against existing EU Treaty provisions. It guides the reader through the Treaty, explaining what each Article does and where the Treaty provision derives from (if it is not new) and sets out where legislative procedures have changed. The Commentary also contains a valuable introduction and the full text of the Treaty itself.
