Twenty years after the European Parliament voted for a resolution on discrimination against transsexuals on 12 September 1989, the Committee on Civil Liberties, Justice and Home Affairs expressed the desire for an overview of the rights of transgender individuals in the 27 Member States and of the EU legislation that is applicable to them. The aim of this note is to give an answer to the Committee's request based on the latest studies. It gives an overview of the existing EU legislation applying to transgender persons and lists the specific human rights issues that they face.
