According to Pascal Lamy, European Commissioner for Trade, hopes of launching a world trade round would survive even if the fourth WTO Ministerial Conference due to be held in Doha, Qatar from 9-13 November 2001 were to be cancelled due to security concerns. He also alluded to a slight softening of the European Union's tactics in its campaign to have environment included in the agenda of a trade round. He continued to insist on negotiations on the environment but added that 'there is not a single subject which is a deal-maker or deal-breaker'.
