The Spanish Constitutional Court ruled in march 2014 that the sovereignty declaration passed by Catalonia's regional parliament in 2013 was unconstitutional. In a unanimous vote on the 25 March 2014, Spain's top court ruled that the Catalan government could not continue with its plans to form separate institutions based on this declaration of independence. The Catalan regional government reacted saying that it was not surprised by the court’s ruling declaring Catalonia’s sovereignty declaration illegal. Francesc Homs, Catalan regional government spokesman, noted that the top court had left the door open for Catalans to decide their own political future. The Court had said the planned referendum on the 9 November 2014 was not illegal in itself as long as it was held under Spain’s constitutional framework. |
