In cyber, borders, states, agencies – the traditional ways of organising international cooperation and communication no longer count. In cyber, everybody is a potential adversary.

Talking about autonomous weapons systems, meaningful human control and cyber at the same time, creates a peculiar situation: we know we need this discussion. At the same time, the concepts that form the basis of the discussion are still so intangible that we do not quite know what we are actually talking about.
