to help it survive competition from Hollywood productions. French Union for Europe deputy Armelle Guinebertière's report claimed “there must be an alternative to a purely American view of the world”. The report backed the Commission's proposal for a fund to guarantee loans to film and television producers making fiction programmes. Under the plan, the EU and the private sector would each contribute 90 million ecu, with the European Investment Bank providing 20 million ecu.
