Book abstract:

The reform of the welfare state is one of the main policy issues in Western countries. It is of the utmost importance in the European Union, which is experiencing rapid ageing of its population and high unemployment rates. The aim of this volume, which includes academic studies presented at European Seminars, as well as studies produced by European Commission staff, is to enhance the debate on the state and prospects of European social protection systems and outline some reforms that could lessen budgetary pressures and improve economic efficiency. The authors consider the general problem of redistribution and how to make it more efficient, by reducing huge benefits and tax disincentives that individuals encounter in different life periods or life choices. In addition, they analyse issues such as: economic effects of the welfare state; mechanisms for improving incentives in the welfare state; implications of Economic and Monetary Union for the welfare state; options in pension funding; impact of ageing on the pensions system in the European Union; and detailed projections of social expenditure.

The volume is split into the following six parts: Overview; The economic effects of the welfare state: two views; Improving incentives in the welfare state; Pension reforms; A case study, looking at the reform of the social security system in France; and Demography and the welfare state.

This book is essential reading for those working in the areas of public administration and finance, European studies, social policy, economics and political science. In its provision of policy suggestions it will also be welcomed by policymakers and government advisers.
