No decision by EU government leaders is necessary on Bulgaria and Romania's accession on 1 January 2007, following the European Commission's report, since the Union's heads of state and government have decided that the pair should join on that date, unless they are not prepared to. A decision would have been necessary if the Commission had recommended delaying their accession, but since the Commission is re-confirming the timetable, no formal decision on this is expected from the 15-16 June summit.

Bulgaria and Romania's accession treaty, with eight more to go. Although Enlargement Commissioner Olli Rehn said recently that he was "convinced" all member states would have ratified the treaty before the end of the year, the timetable is quite tight.

The Netherlands is expected to ratify the treaty next week, France and Denmark before the summer. The other countries that have yet to ratify the treaty are Belgium, Finland, Luxembourg, Ireland and Germany. Germany had postponed ratification until after the Commission presented its report on 16 May.
