The refugee crisis: fixing Schengen is not enough

The EU has to think afresh about how to reduce the flow of refugees and economic migrants before they reach the Mediterranean coast. If it only concentrates on making its external border controls more effective, it will be sticking its thumb in the garden hose instead of turning off the tap. Suspending Schengen arrangements and reintroducing border controls within Europe will not solve the refugee crisis
