The German Bundestag decided in December 2015 to found an independent institute for East European research.

The Centre for East European and International Studies (Das Zentrum für Osteuropa und internationale Studien - ZOiS) is an independent, international and interdisciplinary research institute. It started its work in October 2016 and concentrates on medium-term, socially relevant research on Eastern Europe.

ZOiS Spotlight features analyses, insights and background information on current developments in Eastern Europe by ZOiS researchers and guest contributors. ZOiS Spotlight is published each Wednesday in English and German on the website of the Centre of East European and International Studies.The author argues that the real populist radical-right threat in Europe does not come from political outsiders in the West but from political insiders in the East. It is time that European liberal democrats took them as seriously as the usual suspects in the West, if not more so.

In particular, the author focuses on Hungary. He says that Hungarian prime minister Viktor Orbán first transformed his country into an illiberal democracy and then challenged German chancellor Angela Merkel for dominance in the European People’s Party (EPP) and the European Union (EU) as a whole.
