The Congressional Research Service, a department of the Library of Congress, conducts research and analysis for Congress on a broad range of national and international policy issues. Note that many reports are periodically updated.The Anti-Counterfeiting Trade Agreement, or ACTA, is an agreement aiming at combating intellectual property rights (IPR) infringements. The ACTA negotiation concluded in October 2010, nearly three years after it began, and negotiating parties released a final text of the agreement in May 2011. This report looks at the evolution of the ACTA propositoin over time, and at its final provisions.
