The Congressional Research Service, a department of the Library of Congress, conducts research and analysis for Congress on a broad range of national and international policy issues. Some of the CRS work is carried out specifically for individual members of Congress or their staff and is confidential. Note that many reports are periodically updated.NATO held a summit in Bucharest, Romania, April 2-4, 2008. The allies sought to clarify NATO’s mission, with special attention to the stabilisation of Afghanistan. They also debated how to counter new threats, such as cyber attacks
and energy cut-offs, as well as a possible missile defense system. In addition, they had to decide whether to extend invitations for membership to any of three candidate states — Albania, Croatia, and Macedonia — and whether to put Georgia and Ukraine into the Membership Action Plan, a preliminary step to membership.
