The Interinstitutional Agreement of 17 May 2006 and 2005-2009 budgetary procedures

After a short introduction, this study presents the negotiations, content and implementation of the 2007-2013 MFF and IIA. Then, it gives an overview of the outcome and sequence of the annual budgetary procedures, from 2005 to 2009 budgets. Each of these annual sections is structured in three parts, one outlining the Parliament's main achievements in the context of the budgetary procedure, the second presenting the successive steps of the procedure and the dynamic of the negotiations between the two arms of the budgetary authority and the third presenting more technical information on specific aspects of the procedure (reserves, amending budgets and letters, mobilisation of IIA instruments). It is complemented by technical annexes comprising a glossary of the technical terms used, the main budgetary data for the period, a general description of the budgetary procedure and an outline of the outcome of the 6th legislature budgetary procedures for other institutions than the Commission.
