Summary: Set of conclusions adopted by the Council of the European Union on 9 November 2021, concerning the future of the European Semester in relation to the Recovery and Resilience Facility (RRF). Further information: The conclusions follow up on the exchange of views ministers held at the ECOFIN meeting on 5 October on lessons learned from the 2021 European Semester and ways forward in the context of the RRF. The conclusions call for a return of the essential elements of the European Semester in the 2022 cycle, especially country reports and country-specific recommendations (CSR). They underline the need to safeguard the economic recovery while making sure that fiscal policy is adjusted to the current circumstances and fiscal sustainability is preserved in the medium term. They stress the need to avoid overlaps in the reporting requirements of the European Semester and the implementation of the RRF. |
