Summary: The focus of this study is to identify the institutional arrangements and policy scenarios which contribute to or inhibit the establishment of a high employment rate based on a high quality labour supply. The analysis of the potential labour force must be focused on the non-employed working age population (age 16-64). The maximum potential EUR15 labour supply is taken as 80% of working age population. On this basis the potential labour supply not currently in employment constitutes 20.2% of total working age population. |
