The article reported that Libya was drifting in the autumn of 2013 deeper into chaos, but the EU had few ways to stabilize the country so close to its southern edge. It was also unclear how Europe would deal with the collapse of the government in Tripoli.

The problems were a direct concern for the European Union. Refugees from Africa and the Middle East were using the country as a springboard across the Mediterranean. Extremists and terrorists could move freely across the borders. And stops to oil production affected the energy supply to Europe.
