EU leaders proposed a deal with Turkey in October 2015 under which the country would receive financial assistance and other concessions in exchange for limiting the flow of refugees across Turkey’s borders into the EU. Rebecca Bryant writes that while Turkey undoubtedly requires money to help manage the crisis, the EU should not view the deal as a simple way to contain the refugee crisis and keep it beyond its borders. She argues that any final deal should entail more EU involvement in the crisis rather than less.
