In this speech to the University of Luxembourg, Brendan Donnelly, director of the Federal Trust, addresses the failure of the EU Constitutional Treaty and the current debate involving possible future institutional changes. Mr. Donnelly further analyzes the issues of European political space, the European single currency, the Union’s role in the world and enlargement. He concludes that much of the Constitution's failure can be attributed to the differing, and still potent, views of European citizens towards further integration and a resusitated Treaty in the same form is not likely in the near future. |
