...marking a major step forward in efforts to boost stability in the western Balkans. “It is a tribute to the courageous steps taken by the new Croatian government in the short time it has been in office,” said External Relations Commissioner Chris Patten, announcing the initiative. Negotiations on the stability and association agreement could begin before the EU-Balkan summit planned for the end of November. The agreement will cover political relations, greater regional cooperation, trade liberalisation measures and cooperation in a range of Union programmes.
