The European Commission adopted on 17 May 2002 six multiannual co-operation strategies with the Andean region for the period 2002-2006. One of these covers Community regional co-operation with the Andean Community and the other five refer respectively to co-operation with Bolivia, Colombia, Ecuador, Peru and Venezuela.

The European Commission planned to allocate a total of some €420 million to this region in the next years. The main co-operation activities focus on the causes of this region's difficulties: co-operation will be directed primarily at combating poverty, strengthening governance, the fight against drugs and support for regional integration.
