The White Paper was launched by the Irish Minister for Foreign Affairs, Dermot Ahern, in Dublin, on 2 April 2008. The purpose of the White Paper is to explain the changes to the functioning of the European Union, made by the Reform Treaty, which was signed in Lisbon in December 2007. The paper describes the contents of the Treaty and outlines how the Treaty was negotiated, including the broad approach taken by the Irish Government during the negotiations. It is designed to inform the Irish public of the issues at stake in the Referendum which will take place shortly (exact date yet to be decided). |
