The UK Government has made it clear that the EU Emissions Trading Scheme (EU ETS) is the cornerstone of its policy framework to tackle climate change. The European Commission will shortly have to make decisions on the next two phases of the ETS, which will be vitally important both to its success and the establishment of carbon trading worldwide. This report makes an assessment of the Schemes impacts to 2012, including the record of Phase I, the prospects of Phase II and the impacts on firms in the UK. It then looks at the ETS in relation to the UK Climate Change Programme. Its recommendations for Phase III of the Scheme and the European Commission review cover the topics of: increasing the effectiveness of emission caps; improving the allocation of allowances; streamlining and harmonising the running of the scheme; protecting firms, subject to the Scheme, from international competition; expanding the Scheme and linking it with others; and increasing transparency and accountability. |
