This report examines the development of the electoral system in Russia, with a particular emphasis on the evolution of political parties, after the collapse of the Soviet Union in 1991. It analyses changes during the Russian Federation’s three presidential administrations (Yeltsin, Putin, Medvedev) and assesses what role successive presidents have played in moulding the constitutional and legal system to suit their interests. The financing of political parties and election campaigns is discussed, as is the issue of party membership. The sometimes controversial role of the media is examined. The report also considers how the international community has responded to elections in Russia, taking into account reports and statements of the EU, Council of Europe and the ODHIR/OSCE. Finally, it considers the prospects for the future of politics in Russia. |
