In February 2021, the European Parliament and the Council adopted the regulation establishing the Recovery and Resilience Facility, whose purpose is to mitigate the economic and social impact of the COVID-19 pandemic. To benefit from the EU financial support, Member States have to submit national recovery and resilience plans.

We examined the Commission’s assessment of these national plans and found that it was overall appropriate given the complexity of the process and the time constraints. However, we identified a number of weaknesses in the process and risks for the successful implementation of the plans. We make several recommendations to improve the Commission’s procedures for future assessments and limit the risks and challenges that might affect the implementation of the plans.
