Summary:Sustainable Urban Mobility is one of the main challenges facing cities in the EU and a matter of concern for many citizens. Road transport is one of the main causes of air pollution and greenhouse gas emissions in urban areas, and the costs of congestion. to society are around €270 billion a year. In 2013, the Commission issued an Urban Mobility Package and provided more funding for clean urban transport – around €13 billion for the 2014-20 period - with the aim of making it more sustainable. On the basis of audit work at the Commission and eight different cities in Germany, Italy, Poland and Spain, we found no indication that EU cities are fundamentally changing their approaches and that there is no clear trend towards more sustainable modes of transport. We recommend that the Commission should collect more data on urban mobility from Member States and publish it, and should link access to funding to the existence of robust urban mobility plans. |
