France and Germany want to stop 13 candidate countries from attending an emergency European Council Summit on the Iraq crisis to be held on 17 February 2003 in Brussels. The invitation extended by the Greek EU Presidency to the candidate countries on 12 February 2003 was withdrawn later the same day with France, Germany and Belgium among those arguing it would be inappropriate for them to attend.
