Summary: This summary report provides an overview of the implementation of Regulation (EU) No 649/2012 (the 'PIC Regulation') in the period 2014-2016. The full synthesis report is presented in the accompanying Staff Working Document (SWD). Further information: Regulation (EU) No 649/2012 implements the Rotterdam Convention on the Prior Informed Consent (PIC) Procedure for Certain Hazardous Chemicals and Pesticides in International Trade, adopted in 1998 and ratified by the Union in 2002. The Regulation aims to promote shared responsibility and cooperation in the international movement of hazardous chemicals, and to protect human health and the environment from potential harm by facilitating the exchange of information on the characteristics of hazardous chemicals, by providing for a decision-making process within the Union on their import and export and by disseminating decisions to Parties and other countries. Article 22 of the PIC Regulation requires the Commission to report on its activities under the Regulation every three years, and to compile a synthesis report on the performance of the PIC Regulation, incorporating information submitted by Member States and by the European Chemicals Agency (ECHA). |
