Subsidies row divides farms sector

Implementation of the CAP reforms agreed in June 2003 will create divisions within the farming community in the Ukbetween those who benefit and those who do not. The big question no one can answer, and EU regulations are silent on the matter, is whether the new payments are meant to look backwards, compensating the industry for a painful transition, or look forwards and spread more widely to create a more level playing field and reflect a future agenda where farmers are land managers rather than food producers.
