Based on the reasons set out in the European Union Committee's 2nd report, session 2010-11, HL Paper 44, the UK House of Lords submitted a reasoned opinion on the EU proposal regarding distribution of food products to the most deprived persons in the Union. The Lords believed the proposal did not comply with the principle of subsidiarity. The EU put forward an amended proposal in October 2011 (COM(2011)634) but the Committee still found incompatibility with the principle of subsidiarity. There appeared to be no compelling argument to suggest that the Union was better placed than Member States to ensure a food supply to its most deprived citizens. |
